CITY OFFICIALS CAUGHT MISLEADING THE ATTORNEY GENERAL’S OFFICE
Is this type of activity from Public Officials RIGHT or WRONG?
On or about July 5, 2021 an investigation into Jim Sells alleged unlawful acts began. On or before July 26, 2021 (fastest investigation in state history, LOL), Chief Whitlock and allegedly the GBI (there is no proof the GBI was actually ever contacted) closed the investigation and labeled it a civil issue. There is an audio recording of Chief Whitlock stating “I can’t do anything with it” when asked about the investigation. During the July 26, 2021, city council meeting, City Attorney Mitchell was present (check the city council minutes and see his name). Jim Sells had already been told by Chief Whitlock the investigation was over, so Sells expressed to everyone in the room basically the GBI could not find anything and the investigation was over!(this was audio recorded). On or about August 13, 2021 my Open Records Act requests started being denied based a the law which states if an active investigation is currently ongoing records can be denied. I filed a complaint with AG’s office about the denials. I later learned the City Attorney, Mr. Mitchell, sent a response letter to the Attorney General’s office stating the city’s position on the record refusals (letter in my possession). DON’T FORGET THE CITY ATTORNEY CLAIMS THE CHIEF WHITLOCK FURNISHED HIM THE FALSE INFORMATION!
HERE COMES THE BIG FAT LIE City’s officials claimed to the Attorney General’s Office they formally asked the DA’s office to investigate my allegations against Jim Sells and that an active investigation was ongoing (therefore under the law they could deny my records requests)! OOPS! Here is the problem for the city. Over the last few months I have been obtaining records from the DA’s office including emails. I was told more than once by the DA no crime and an investigation was not occurring. I confronted the DA about someone lying. On January 4, 2022, the DA sent me information and an email stating the DA’s office never received a request from any city official to investigate Sells. The DA’s office has not at any time investigated Sells. Remember, I mentioned the City Attorney was present when the termination of the investigation was talked about, he was the person who wrote the letter to the AG’s office! The city Charter states the Mayor and City Council must approve any investigation concerning city affairs. That was never complied with. Just think your tax dollars pay for these people covering for themselves. I feel the reason for the lie was to stop me from getting records and to further protect Whitlock from being exposed for all his bad acts and his incompetence. Just an Old School Cover Up! They also violated the 1st Amendment “Prior Restraint” doctrine.
DA Cranford wrote in an email to me on January 3, 2022.
“I do not believe the DA’s Office possesses any requests from GPD or any elected official or employee of the City of Grantville” and he did not have any requests. THE DA NEVER CONDUCTED AN INVESTIGATION.
Whitlock knew the entire time he never asked for an investigation. Here are his own handwritten notes from his conversation with DA. He didn’t request anything.

My records request for Whitlock’s criminal history was denied based on it not existing. According to state Records Retention laws, all information gathered during the pre-employment background check must remain in the person’s personnel file while they are employed and for 7 years after their employment. The was confirmed by Christine Garrett, Manager of Records Management Georgia Archives. When Whitlock’s background check records such as his criminal history and driver’s license history printouts were requested. WHAT ARE THEY HIDING ABOUT WHITLOCK?

Police Chief Whitlock tricked his friend into this bad act. Is this type of activity from your Police Official RIGHT or WRONG?
Who is this guy? Is he a real Grantville Police Officer? Nope. Police Chief Whitlock tricked his own good friend into this very bad situation. Whitlock needed to fool the production company who had a contract with the city into believing this man was a real police officer. If not, the city would be in a violation of the contract. Whitlock had him dress up in real Grantville Police gear with a real gun and using a Grantville Police Vehicle? ask the Police Chief, he is the chief’s good friend. Ask the chief how many times the chief had this man or others tricked into playing policeman The chief conducted NO due diligence background check on this guy before allowing him to play policeman or supporting his rights to be restored from felony convictions. Has he been using the police radio to check confidential information on people? The Chief is responsible for all bad acts which may been committed. Chief Whitlock’s Reckless Conduct has placed lives in danger and DA Cranford thinks that is not even worthy of an investigation that a crime may have occurred! We don’t know that until the GBI investigates. Ask yourself if Whitlock “Betrayed the Public Trust”?
Chief Whitlock tricked this man, the Impersonator, into using his appearance to regulate traffic and interfere with the public’s freedom of traveling on a public street. He is standing on a public street in a police type uniform, next to marked police car with it’s emergency lights activated, on the wrong side of the street and appears to be blocking traffic or altering the free flow of traffic. Can anyone explain how a Major and 6 (six) law enforcement officers (two names not on this page of the report) from Coweta County Sheriff looked at the photos and they all formed the opinion this was a clear case of police impersonating (this is documented in a Sheriff’s investigation).

Police Chief Whitlock just can’t be honest. Follow the deception below or as others would call it lies! Chief Whitlock’s policy states in-house instructors will conduct weapons qualifications. I ask for the person’s name and the city response was no records. A little suspicious? I receive the rifle qualification sheet and the weapons instructor is an employee (POST certified) and I then receive the handgun qualification sheet on Whitlock and another officer signed that sheet. Two different weapons instructor (POST certified) who are police department employees. Why all the misinformation?

When Police Chief Whitlock was Sheriff of Meriwether County, the person operating the county animal shelter got arrested by the Sheriff’s Office. Did Whitlock’s brother-in-law replace that person? Below is a legal document filed in United States District Court you need to read. Is this RIGHT or WRONG?
DOES CHIEF WHITLOCK ACTUALLY WORK 40 HOURS A WEEK OR IS HE GOING HOME WAY TOO EARLY? IS IT THEFT OF SERVICES? YOU DECIDE. Look at his gas credit card statement. Why doesn’t he never get gas in Grantville and patronize the local Marathon gas station with the city’s money? Why does he get gas near his home and during normal work hours when he should be in the office? The city clerk states they have no contract or agreement with Whitlock which would allow him to work less than 40 hours per week, work from home or leave the city limits during work hours. The city does not have a policy for employees use of city issued credit cards or city issued cell phones. Is this activity RIGHT or WRONG by a Police Official? Spend the city’s money in our city.
Chief Whitlock is always looking for a way to circumvent the system. Best police practices by the Georgia Police Chief’s Association states the person who is in control / responsible for the evidence room and evidence processing should have the proper formal training. The BAD ACTS begins when the candidate submits the state law required disclosure statements. The candidate who struggles with their personal ethical standards will often submit incomplete or willfully neglected information and even submit false information.
(DA Cranford feels this RIGHT and NOT Wrong. The form itself states it’s a crime!) Read this legally required financial statement for a current sitting Grantville Council members. Is this kind of deception acceptable? At your job would this document be acceptable? Why is it okay for Grantville?
EXAMPLES OF CITY COUNCIL CORRUPTION
Do you feel this activity is RIGHT or WRONG? Here is an audio recording of Council Member Sells discussing and voting against a property tax increase. The problem is Mr. Sells own over 290 property within the city limits, so his tax increase would be in the thousands of dollars. He has a direct monetary interest in this issue that he discussed and voted on. (GA Code 45-10-3(9)) Never take any official action with regard to any matter under circumstances in which he knows or should know that he has a direct or indirect monetary interest in the subject matter of such matter or in the outcome of such official action. Listen to the audio recording. This audio recording contains Council Member Sells discussing and voting for the city to repair a major drainage problem that is actually on private property. The issues is Mr. Sells owns most of the other properties in the immediate area (See Map Below). His property values and rentability of his property increases. He could even get higher rent after the repairs. A direct monetary interest. This all get more interesting and see how they twist laws and cover for each other. The City Attorney who knows Sells owns all the property surrounding the repair area states there is no conflict and uses the analogy that the repair is like having the public street repaved that all home owners benefit equally! Don’t forget, this repair is on private property. The law states “Remote interest means an interest of a person or entity, including a city official, which would be affected in the same way as the general public. The interest of a council member in the property tax rate, general city fees, city utility charges, or a comprehensive zoning ordinance or similar decisions is incidental to the extent that the city official
would be affected in common with the general public. Owning 6 out of 10 properties in the area is not the same affect as the general public.

You decide if this activity is RIGHT or WRONG. In 2017, the City Council voted to accept TJ Boyd as a Police Department Chaplain as a volunteer with no compensation. On December 13, 2021, City Manager Alfred Grieshaber was confronted as to why he went against the council’s vote and labeled Boyd as a “Vendor” and then authorized Christmas Bonus pay (2018, 2019 & 2010) for TJ Boyd. In 2018 & 2019 the city classified Boyd as “professional”. In 2020 the city classified Boyd as a “regular employee”. The City Attorney states there are no documents which allow the City Manager to over ride the council’s vote. The city states they have no employment application from Boyd or employee job title or position held. It sounds just like abuse of power and abuse of public funds. Grantville Code Of Ordinances, Sec. 2-173 (k) No city official or employee shall grant or make available to any person any consideration, treatment, advantage or favor beyond that which it is the general practice to grant or make available to the public at large. This is another example of Police Chief Whitlock placing his friend in legal jeopardy. Whitlock keeps placing his friends in situations of possibly getting prosecuted. What kind of friend is Whitlock?

While you and your family work hard to pay your Georgia vehicle taxes which help maintain the public streets, Grantville City Manager Alfred Grieshaber has kept his vehicles and his drivers license from Florida active after living in Georgia for 6 years. Chief Whitlock provided me an evidence room log of all evidence and property in and out of the storage up until November 29, 2021. You decide, what happened when Whitlock took over control of the evidence room? The below case numbers are all issued on the days the chief claims not one piece of evidence or property was booked into the evidence room or removed. On July 2, 2021, I submitted evidence regarding Sells’ possible criminal activity. Out of over 214 case numbers issued my evidence (case # 21-07-0005) on Sells conduct appears to be the only evidence not logged in the evidence room. Why?
I requested a copy of any document showing the efforts the police department took to locate the evidence I submitted on possible corruption and that never got booked into the evidence room. Look at their pathetic response. Chief Whitlock why are you hiding the evidence?

Out of 214 plus case numbers issued in 6 months, the evidence I submitted about Sells bad acts seems to be the only evidence that got “misplaced” going to the evidence room and did not get logged in.

Indications of bad cops:
How many of these does Whitlock accomplish? Are there police officials who knowingly make misleading, deceptive, untrue, or fraudulent representations in the practice of being a peace officer? Have they engaged in any unprofessional, unethical, deceptive, or deleterious conduct or practice harmful to the public? Have they committed any act or omission which is indicative of bad moral character or untrustworthiness ? “There is nothing to see here folks”?
WHEN YOU EXPOSE CORRUPTION, THIS IS HOW THEY REACT: Are these actions RIGHT or WRONG? Chief Whitlock and Assistant Chief Cliff and crew have slowly driven by my home nearly on a daily basis and some days twice a day. In my opinion the only purpose is to intimidate and discourage me from publishing any additional news information about their activities. Don’t forget, Whitlock has been called out by the Sheriff Office in an official investigation report for engaging in erroneous police actions. In my opinion, Whitlock is capable of creating a crime and planting evidence. Do want your tax dollars used to harass other citizens? He is using city resources for own personal agenda.

BELOW is the compliance from the Troup County Sheriff where the training occurred. They have no documentation of classroom training and Lt. Duran (Troup County employee) stated that Grantville would maintain their own classroom training records. Grantville stated they have no records. Why is Grantville missing records so often?

Why is an employee from Crawford Grading and Pipe working on a police vehicle on a holiday? When did the Police Chief, City Manager or Public Works Director (Ms. Henry) start having a construction companies perform repairs or maintenance on police owned vehicles? Is the vehicle going to be sold to someone at Crawford? Does Ms. Henry have personal ties with management at Crawford? Why does Ms. Henry and a Mr. Bowdon (does he work at Crawford?) share the same residential address? Are there any favors going on? Is the city paying for the vehicle to get repaired before someone at Crawford buys it? Were any possible conflicts publicly disclosed? Why does the city use Crawford Grading and Pipe on so many non bidding projects?
Ask why did the city manager sell Crawford Grading & Pipe a “Hummer (Humvee)” given to the police department by the United States Government for only $ 100.00? Would they sell it to you for one hundred dollars? Why is Crawford Grading and Pipe sending mechanics to the police department to “fix” the OTHER Hummer? Are any city officials in personal relationships with officials at Crawford Grading & Pipe? You need to ask the Pubic Works Director.

DEPARTMENT QUALIFICATION REQUIREMENTS
1. All sworn personnel of the Department shall be GPOSTC certified prior to
receiving authorization to carry any weapon in an official capacity or to exercise
the power of arrest. 2) Firearms training shall consist of both classroom and practical exercises as
determined by the training officer. SOP 10-2: Department policy states officers must demonstrate proficiency in the use of department authorized weapons before they can be approved to carry such weapons on duty. Look at the chart, you can see some officers went months without training or qualifying and some qualified on rifles that were not issued to them, Why? The liability for the residents is massive.
Why are all the BAD ACTS allowed to continue? Police Chief Whitlock has the “nothing to see here folks” attitude and it must end. We need to take our city back from the corrupt and their enablers. Chief Whitlock needs to be run out of Grantville. He is ethically challenged to the point his decisions are hurting the citizens and exposing the city to civil litigation. He is unfit for office and has no clue he works for the citizens and NOT his political buddies.

Chief Whitlock’s competency and credibility was called out by Coweta County Sheriff’s Major during an investigation (Case # 2121-001).
You can see from the case number this is the first Internal Affairs investigation for the year at Coweta County Sheriff’s Office. That must be a mistake or the employees there are perfect angels and this agency needs to be featured on FOX, CNN, MSNBC and all the other networks and shows.
You must ask, why is Whitlock’s complaint the only one issued a case number? Another example of Whitlock being treated special.
It appears it could be a case of cronyism at work. If you speak bad about one of our teammates (Good Ole Boys), we will try to get even.
